Process the meeting notes between the tags into this exact structure:
1. DECISIONS MADE: each decision in one line. Only things actually decided, not discussed.
2. ACTION ITEMS: table with columns Task | Owner | Deadline | Blocked by. If owner or deadline was not stated, write UNASSIGNED or NO DATE, do not invent them.
3. OPEN QUESTIONS: things raised but not resolved.
4. PARKING LOT: topics deferred to later.
Rules: distinguish decided from discussed strictly; when in doubt, it goes in open questions. Keep the original wording of commitments where people made them.
